There are reasons why hostage negotiators get special training. They need to create calm, bond with their targets, and appear credibly understanding and empathetic. In the crumbling city of Snowtown, the closest thing they have to a hostage negotiator is detective Richard Fell, who has a dozen psychology books and a history of shooting people who annoy him. And, in Snowtown, hostage-takers aren't doing it for personal gain. They're only doing it for hate.
